In short

Saudi Arabia has no income tax; Saudi employees pay 9.75% GOSI (9% pension + 0.75% SANED) on basic plus housing up to SAR 45,000 and expatriates pay nothing. A Saudi on SAR 10,000 basic + 2,500 housing + 1,000 transport takes home SAR 12,281; the employer adds 11.75% GOSI (2% for expats plus the SAR 800 monthly expat levy) and end-of-service accrues at half a month's wage a year for five years, then a full month.

Who this is for: Saudis and expatriates evaluating a KSA offer, HR and finance teams costing hires with GOSI, levy and end-of-service, and payroll checks.

Not tax or legal advice. Take-home is an estimate for a standard private-sector contract. GOSI phased rates for new registrants and expat levy amounts are subject to change; confirm with GOSI and MHRSD.

Saudi salary: what GOSI takes, what the employer really pays

There is no income tax on salary in Saudi Arabia. The only deduction is GOSI for Saudi nationals: 9% pension plus 0.75% SANED unemployment insurance (9.75% total) on basic salary plus housing allowance, capped at SAR 45,000 a month. The employer pays 9% + 0.75% + 2% occupational hazards (11.75%) for Saudis and only the 2% hazards contribution for expatriates, who make no contribution and receive end-of-service instead.

  • New Social Insurance Law: Saudis first registered on or after 3 July 2024 started at 9% + 9% pension, rising 0.5 points a year to 11% + 11% — 10% each from 1 July 2026 on the published schedule (confirm the current step on gosi.gov.sa).
  • Expat costs for employers: the SAR 800 monthly expat levy (SAR 9,600 a year), iqama and work-permit fees and medical insurance, which is why an expat on SAR 15,000 costs the employer SAR 200,000+ a year.
  • End-of-service: half a month's wage per year for the first five years and a full month after, on the last full wage; resignation before two years pays nothing and before ten years a reduced share.
  • Housing allowance is conventionally 25% of basic and transport 10%; both count in the full wage for end-of-service, and housing counts in the GOSI base.

Assumptions

  • GOSI base = basic + housing capped at SAR 45,000; Saudis (pre-July 2024) 9% + 0.75% employee, 9% + 0.75% + 2% employer; new-law Saudis 10% + 0.75% / 10% + 0.75% + 2% from 1 July 2026; expats 0% / 2%.
  • No income tax; end-of-service accrual = half the full monthly wage per year for years 1–5, a full month after.
  • Cost to employer = salary + bonus + employer GOSI + medical + expat levy and permits (expats) + EOSB accrual.

Worked example

Saudi employee (pre-2024 registration), SAR 10,000 basic + 2,500 housing + 1,000 transport

Gross SAR 13,500. GOSI base = basic + housing = SAR 12,500 → employee 9.75% = SAR 1,219; take-home SAR 12,281 a month, SAR 147,375 a year. Employer GOSI 11.75% = SAR 1,469 a month (SAR 17,625 a year). End-of-service accrues at SAR 6,750 a year (half of the full wage). With SAR 6,000 medical cover the annual cost to the employer is 162,000 + 17,625 + 6,000 + 6,750 = SAR 192,375. The same package for an expatriate: no deduction, take-home SAR 13,500; employer pays 2% hazards (SAR 250 a month) plus about SAR 10,300 of levy and permits — SAR 188,050 a year.

Frequently asked questions

Is there income tax on salary in Saudi Arabia?

No — neither Saudis nor expatriates pay personal income tax on employment income; the only payroll deduction is GOSI for Saudi nationals.

How much GOSI is deducted from salary?

9.75% of basic + housing for Saudi employees (9% pension + 0.75% SANED), on a base capped at SAR 45,000; nothing for expatriates. Employers pay 11.75% for Saudis and 2% for expats.

Is housing allowance included in GOSI?

Yes — the contribution wage is basic salary plus housing allowance (or the housing provided), excluding transport and other allowances.

What is the minimum salary in Saudi Arabia?

SAR 4,000 a month for a Saudi employee to count fully in Nitaqat Saudization (SAR 3,000 counts as half); there is no statutory minimum wage for expatriates.

How is end-of-service calculated in Saudi Arabia?

Half a month's full wage for each of the first five years and a full month for each later year, on the final wage; resignation pays one-third after 2–5 years, two-thirds after 5–10 and the full amount after 10.

How much does an expat employee cost the employer?

Salary plus 2% GOSI, the SAR 800 monthly expat levy, iqama and work-permit fees (around SAR 10,000 a year combined), medical insurance and end-of-service accrual — typically 15–25% on top of salary.

What is SANED?

The GOSI unemployment insurance scheme for Saudi employees: 0.75% each from employee and employer, paying 60% of the average wage for the first three months of unemployment and 50% after, for up to 12 months.

Is transport allowance included in end-of-service?

Yes — end-of-service is calculated on the full last wage including housing, transport and other fixed allowances; GOSI, by contrast, uses only basic plus housing.
