National Savings schemes in October 2026 — rates, tax and who can buy
The Central Directorate of National Savings (CDNS) sells government-backed certificates and accounts through its centres, Pakistan Post and banks, resetting profit rates every two months against PIB yields. The 21 October 2026 revision raised most rates: Behbood / Pensioners' Benefit 12.96% (monthly), Regular Income Certificates 12.12% (monthly, 5 years), Special Savings Certificates 12% (six-monthly, 3 years), Sarwa Islamic 11.84%, Short Term 11.12% and Defence Savings Certificates 88% to 215% cumulative at 6 to 10 years.
- Tax: profit is taxed under section 151 at 20% (ATL) / 40% (non-filer) by withholding at source, except Behbood, PBA and Shuhada accounts, which have no withholding and a reduced rate (max 5%) in the return.
- Eligibility: Behbood is for citizens aged 60+, widows and persons with disabilities (cap PKR 7.5 million per person); PBA for retired government and armed-forces employees and their families; the rest are open to all, with institutional investors barred from some.
- Early encashment: RIC and DSC pay a lower scale if encashed early; SSC pays no profit for the first six months.
- Zakat: deducted at 2.5% on 1 Ramadan from most schemes unless a declaration (CZ-50) is filed; Behbood and PBA are exempt.

Assumptions
- Simple profit: amount × scheme rate ÷ payouts per year; DSC uses the cumulative maturity return for 6–10 years (annualised for comparison).
- Withholding 20% (ATL) / 40% (non-filer) on each payout except Behbood and PBA (none); Zakat = entered % × amount × years.
- Bank comparison = 12% TDR net of the same withholding; previous-rate comparison uses the pre-21 Oct 2026 rates.
Worked example
12.12% a year → gross PKR 10,100 a month; withholding 20% = PKR 2,020; net PKR 8,080 a month, PKR 96,960 a year (9.70% net yield), PKR 484,800 over five years. A non-filer nets PKR 6,060 a month. The same million in Behbood (if eligible) at 12.96% pays PKR 10,800 a month with no withholding; a 12% bank TDR nets PKR 96,000 a year.
